Spending the intro at low energy (0.1-0.3) for roughly 8-16 cycles before adding anything is a prerequisite for development. A groove the audience has not yet heard cannot be developed — there is no established expectation to subvert or reward. This mirrors the compositional principle of statement-before-variation: you cannot vary what has not been stated. In autonomous mode this means the intro section enforces a hold before any build action becomes valid.
Examples
A performer is 4 cycles into an intro at energy 0.2 with a target of 0.7. Adding a new layer now breaks the establish-before-build rule even though the arc calls for a build; the groove has not yet stated for a phrase.
